Côte d'Ivoire bets on Starlink to close its rural internet gap by 2026
Côte d'Ivoire is moving closer to expanding internet access across rural regions through Starlink satellite services. The technology, approved by regulators in September 2025, is seen as a key tool for bridging the country's digital divide. Meanwhile, recent diplomatic talks have highlighted its potential to drive broader development goals.
In September 2025, Côte d'Ivoire's telecom regulator, ARTCI, gave the green light for Starlink to operate in the country. The service was immediately positioned as a solution for improving connectivity in underserved rural areas. Since then, however, progress on its rollout has remained slow.
On March 13, 2026, Digital Minister Djibril Ouattara met with a delegation from the U.S. Embassy to discuss accelerating the project. While no pilot regions, local partners, or concrete timelines were announced, the talks reaffirmed Starlink's role in the nation's digital strategy. Ouattara stressed that better connectivity would support economic growth and help position Côte d'Ivoire as a regional tech leader.
The government's Digital City initiative, aimed at creating thousands of tech jobs for young people, aligns with these efforts. Satellite internet is expected to complement the project by ensuring wider access to digital tools. At the same time, the country recently achieved Category 1 aviation security status, allowing Air Côte d'Ivoire to launch direct flights to the U.S.—another step in its push for greater global integration.
Starlink's approval in 2025 marked a milestone for rural internet expansion in Côte d'Ivoire, though implementation has yet to begin. With ongoing discussions and regulatory support, the service could soon play a central role in the country's digital transformation. Officials continue to highlight its importance for education, business, and broader economic opportunities.
