Estonian travel declines in 2025 as post-pandemic recovery stalls

Estonian travel declines in 2025 as post-pandemic recovery stalls

Travel by Estonian residents dropped again in 2025, reversing some of the post-pandemic recovery. Both domestic and foreign trips saw declines, with overnight stays falling across the board. The trend marks a shift after earlier signs of growth in the tourism sector.

Domestic travel suffered the most, with overnight trips down by 12 percent compared to 2024. Every quarter of the year recorded fewer domestic journeys. Despite the decline, overnight trips within Estonia still outnumbered foreign trips by more than two to one.

Foreign travel also shrank, though less sharply. Overnight trips abroad fell by 3 percent year-over-year. The first three quarters saw steady decreases, but numbers began climbing again in the final months of 2025. Holidays remained the top reason for travel, making up over half of all trips. Business travel accounted for 13 percent of domestic journeys and 19 percent of foreign ones. Spending patterns varied widely: the average domestic trip cost €163, while foreign overnight trips averaged €1,118.

The overall drop in travel suggests a cautious approach among Estonian residents in 2025. Domestic tourism took a harder hit than international trips, though both sectors showed signs of change by the end of the year. The data reflects a mixed picture of recovery and ongoing challenges in the travel industry.
